Did Jason 5, the Final Friday take place in a mental hospital, or was it Jason 4?

There was one Friday the 13th movie that wasn't very good at all because there was very little action in it. As I remember it took place in a mental institution. Was it the fifth one or was number 4? Part 6 was excellent, imho.
