Why are my neifghbors so loud?

they go up the stairs like big foot they always argue and they arfe loud and the husband always smokes weed and my mom blames it on me and the always saying the N word and wen they argue the lady always runs outside naked showing her cellulite and also the scream alot the threaten their dog with a "whoopin" and it pisses me off they even blamed me for stealing their weed plant they had on the porch (i didnt do it, my friend did), can i leghally shoot them execution style???
